Recognizing the potential and strengths of tourism development, the Provincial Party Committee, People’s Council and People’s Committee of Ninh Binh province have issued many guidelines, orientations, mechanisms and policies, creating a legal environment for investment as well as developing tourism brands. In particular, Resolution No. 07-NQ/TU dated October 29, 2021 on tourism development in Ninh Binh province for the period 2021-2030, with a vision to 2045, identifies a shift in development strategy from “breadth” to “depth”, gradually building a “Safe – friendly – quality – attractive” tourist destination.
Thus, Ninh Binh has clearly positioned its tourism brand, and at the same time, provided specific orientations and solutions that are close to reality. From these orientations, in recent years, market research, tourism product development, promotion, and advertising to attract domestic and foreign tourists have resulted in a strong recovery of tourism, with the number of visitors to Ninh Binh increasing day by day, especially foreign visitors.
In 2024, the whole province will welcome over 8.7 million visitors, exceeding the plan by 16%, an increase of nearly 30% compared to 2023, of which: domestic visitors will welcome 7.2 million visitors, international visitors will welcome over 1.5 million visitors. Revenue is estimated at 9,100 billion VND, an increase of 40.15% compared to 2023. To promote in-depth and effective tourism promotion, Ninh Binh tourism industry is focusing on exploiting and developing key visitor markets in Europe, Northeast Asia, Japan, Korea; China; America and potential visitor markets from India.
India is a country located in South Asia, famous for its diverse culture, rich history and beautiful natural landscapes. It is the second most populous country in the world, with over 1.4 billion people living there. The Travel Agents Federation of India (TAFI) is an organization representing tour operators, travel agents and tourism service providers in India. This is one of the important organizations that helps solve business-related issues, including legal, commercial, and technological issues to improve the quality and professionalism of the tourism industry in India. In 2024, the number of tourists from India to Ninh Binh recorded an impressive growth of about 12% compared to the previous year. This shows the growing interest of Indian tourists in the heritage, outstanding landscapes and unique culture of Ninh Binh province.
Recently, many large Indian tourism companies have connected and brought tourists to visit Ninh Binh. In August 2024, the Indian billionaire Sun Pharmaceuticals Industries Limited brought 4,500 employees to visit Ninh Binh, affirming and enhancing the recognition of Ninh Binh tourism’s position as an attractive and prestigious destination on the international tourism map; a center attracting the attention of influential individuals with great resources in the world.

In 2025, at the invitation of Mr. Pham Quang Ngoc – Chairman of Ninh Binh Provincial People’s Committee, the All India Travel Agents Federation (TAFI) came to study and survey the tourist areas, attractions, facilities, and tourism services of Ninh Binh province and proposed to choose it as the place to hold the Annual Conference of the All India Travel Agents Federation (TAFI) and organize trade conferences, bilateral connections and cooperation with tourism businesses and media companies to bring tourists from India to visit Vietnam and Ninh Binh and vice versa.
TAFI is an All India Association of Travel Agents and Tour Operators. It was established in 1986 and has 1,600 members. It is a professional organization of travel agents that coordinates various segments of the Indian tourism industry.
The fact that the Federation of Indian Travel Agents chose Ninh Binh as the venue for the 2025 Annual Conference not only creates conditions for cooperation between businesses of the two countries but also an opportunity to introduce the unique values of culture, history, nature, land and people of Ninh Binh to Indian friends. The conference took place from January 17, 2025 to January 20, 2025. The conference was attended by 450 delegates from 267 Tourism Companies, Travel Agencies and Marketing Companies across India.
The event was also attended by 50 large travel businesses nationwide such as Viettravel, Treviet… Airlines and media, press and television companies participating, connecting, promoting and introducing products.
Within the framework of the program, there will be a bilateral conference between Indian Travel Businesses, large domestic international travel businesses and Ninh Binh Tourism Businesses; a survey of tourism products and services at Hoa Lu Ancient Capital; Bai Dinh Pagoda; Trang An Eco-tourism Area, Thung Nham Eco-tourism Area, Bai Dinh Pagoda – Tam Chuc Pagoda tourist route (Ha Nam).

Forbes Magazine (USA) voted Ninh Binh as one of the 23 most worth-visiting destinations in the world. Most recently in 2024, Ninh Binh ranked 4th in the “Top 10 World Wonders for People Who Don’t Like Crowds”. In 2024, the World Cultural and Natural Heritage Trang An Scenic Landscape Complex received the Koller Award in the category “Impactful destination”.
According to Ninh Binh Department of Tourism, welcoming and working with businesses under the Indian Tourism Federation is a practical activity to promote, advertise and introduce tourism products and services of Ninh Binh province to Indian travel businesses, press agencies, domestic and international tourists, and at the same time continue to affirm the brand and position of Ninh Binh tourism as a safe, friendly, most favorite and most hospitable destination in the world. Create opportunities for Ninh Binh Tourism Businesses to meet, connect, exchange and sign cooperation agreements on providing products and bringing Indian tourists to visit and use Ninh Binh Tourism services.
